These files are packet captures of the NGDC work network. Interior packets represent traffic traveling between workstations and an SSL stripping middleman. Exterior traffic represents traffic that is headed out to of the NGDC network to the internet.

Embarrassingly, on July 12, the technician inadvertently captured the OUTPUT of the tcpdump command, rather than the raw packets. Things like this happen in real life too.
